Mr. Chen Zhengguang has more than 40 years experience with China Customs. He is formerly the Chief Commissioner of Shanghai Pudong Customs. In addition to his vast experience and knowledge of customs administration, Mr. Chen has also established strong relationships with various national, provincial and local government bodies and enterprises, including the Pudong New Area Government.
Mr. Chen is familiar with the business processes of foreign-invested enterprises (“FIEs”) and joint ventures in many industries, including electronics, IT, industrial goods and machinery and automotive. He has conducted and participated in seminars and discussions with various government agencies and industry associations in China.

Advisory

Represented several MNCs on a variety of issues involving China Customs.

Successfully assisted in negotiating the removal of a total import ban on a major EU company’s exports to China.

Assisted a large U.S. company in significantly reducing the impact of smuggling charges against an employee in China.

Successfully assisted in negotiating savings of millions of dollars for EU and U.S. companies trading in China.

Assisted a major U.S. company charged by China Customs ASB with smuggling to investigate the issues; successfully have the offence dealt with as administrative rather than criminal, lessening the impact of the penalties.
Public Sector

Was with China Customs for more than 40 years, retiring from his last position as Chief Commissioner of Shanghai Pudong Customs.

Previous experience within China Customs included the Shanghai Airport Customs, China Post Customs Office, Customs Office of Supervision over Processing Trade and Waigaoqiao Bonded Zone Customs.

Served as Deputy Commissioner of Wuhan Customs (in Hubei Province) between 1996 and 2001.

Headed the China Customs delegation to Europe in 1992 to study and investigate EC’s experience on export processing.

Was a senior advisor with Shanghai Customs Brokers Association.

Served as a representative to the Pudong New Area People’s Congress from 2002-2006.
