Ms. Elaine T. Quintos advises clients on Philippine trade and commercial policies, including customs, tariff classification, export and import regulations, as well as Philippine participation in international trade negotiations (ASEAN, World Trade Organization “WTO”, Asia Pacific Economic Cooperation “APEC”, free trade agreements “FTAs”). Ms. Quintos provides support to clients by coordinating with various government agencies on issues affecting their business. She also advises clients on incentives and trade benefits to be derived from regional arrangements, FTAs and other preferential agreements. She provides assistance in evaluating the consistency of Philippine policies with WTO, ASEAN, FTAs and formulation of courses of action to address the issue. She closely monitors deliberations in Congress on issues affecting presence and market share of clients in the Philippines and provides analysis, as appropriate.

Advisory
  • Assisted in the preparation of WTO/FTA Primers for a Philippine export organization.

  • Provided support with regard to a tariff classification issue for a commodity organization in the Philippines.

  • Assisted in the request of a commodity organization in the Philippines for information on tariff classification of bio-fuels on some countries.

Public Sector
  • Served as Director III of the Bureau of International Relations, Department of Trade and Industry where she was directly involved in the formulation and defense of Philippine trade policies, negotiations of market access condition of Philippine export products and Philippine participation in international trade fora.

  • Participated in the negotiations of ASEAN economic agreements and plans in the 1990s, including the CEPT, AICO, AFAS, rules of origin and other related agreements.

  • Led the Philippine delegations to ASEAN meetings on the CEPT and services, and also chaired ASEAN meetings.

  • Represented the Department of Trade and Industry in various committees in the Philippines on trade, tariff and related matters.

  • Bachelor of Arts in Economics – University of the Philippines (Diliman).

  • GATT Commercial Policy Course.
